As part of a suite of projects to help revitalize eastern Contra Costa County, CCTA is nearly complete with the construction of the Balfour Road Interchange at Highway 4. The previous intersection resulted in traffic backups during peak commute times. This project is replacing the at-grade intersection with a new interchange. The $40 million plus project includes a new Highway 4 bridge crossing over Balfour Road in Brentwood, new Highway 4 loop on-ramps for Balfour Road traffic, new diagonal off-ramps from Highway 4 to Balfour Road, signals, and directional signage. This project was recently awarded the APWA Project of the Year for projects between $25 million and $75 million.
To assist the Authority, CME prepared the General Specifications for the project including the Bid Book and managed the advertisement and bid process for the construction contract. CME has developed and is maintaining a detailed financial plan for the project in real-time through the construction program’s project control system and is maintaining the project activity and milestone schedule. On behalf of the Authority, CME is coordinating with Caltrans Oversight staff, Kinder Morgan, PG&E, and the City of Brentwood, and regularly attends meetings.
